To use these cheats, you must enetr the correct code as your characters's name. You can enter multiple cheats by constantly renaming your character.
itsgallus - all levels & cities become available

suckmyrocket - all weapons & powerups
itstantrum - unlimited lives

hatemachine - 10x bonus multiplier
porkcharsui - debug mode (see below for commands)
iamgarypenn - enable extra course language
iamnotgarypenn - disable extra course language

The porkcharsui cheat is not really a cheat code but more of a debug mode. The following keys can be used to do a variety of things.

NUMPAD 8 - Pan Up
NUMPAD 2 - Pan Down
NUMPAD 6 - Pan Right
NUMPAD 4 - Pan Left
HOME - centers view
NUMPAD + - advance frame by frame
ALT - quick frame advance
R - refresh the screen
D - take screenshot (saved a targe files; only works in DOS version of game.)
NUMPAD * - all weapons with 99 ammo
C - Current Status (in corner of screen)
If you are walking it will give you a message like:
PED ID AT (X, Y, Z)
If you are driving it will give you a message like:
SPEED 0
DAMAGE 0
CAR ID 0
AT (X, Y, Z)
where X, Y and Z are your current coordinates.
F12 - restart level
